Do I need to create a website account AND pay for an annual membership?

If you are planning to purchase or renew your annual membership - Yes.
1st - You will want to create your website account by using the "Log In" link in the upper right corner of the website.
Once you've created your website account, you can purchase your annual membership using the same email address you used in step 1 to do so.
